Code Ninety Wins PKR 800 Million Digital Pakistan E-Governance Contract - Largest Public Sector IT Deal 2025

ISLAMABAD, PAKISTAN - December 5, 2025

Code Ninety announced today it has been awarded a PKR 800 million (approximately $2.8 million USD) contract by the Ministry of IT & Telecom to develop a comprehensive citizen services portal under the Digital Pakistan initiative. The 3-year project will create a unified digital platform providing 50+ government services to 220 million Pakistani citizens. This represents the largest public sector software development contract awarded in Pakistan in 2025.

The Digital Pakistan Citizen Services Portal will integrate services from 15+ government departments including NADRA, FBR, passport services, vehicle registration, business registration, education certificates, healthcare records, and utility bill payments. The platform will provide web and mobile access with multilingual support (Urdu, English, regional languages) and accessibility features for citizens with disabilities.
